City Council FY26-27 Priorities
Virginia Beach residents have the opportunity to help the City Council shape its priorities for fiscal year 2026 and 2027. Find the plan for FY 24-25 in the documents section.
At its retreat on Aug. 26-27, 2025, City Council worked with a facilitator to build the foundation of its two-year Focused Action Plan, which will outline the priorities for the next two years. Priorities define what the city manager and staff will focus their time and energy on to help find solutions, identify opportunities for investment, or assess challenges that City leaders need to address. The retreat was live-streamed on the City of Virginia Beach social media and website. Recordings are available of Day 1 and Day 2.
During the retreat, each councilmember was invited to identify and share up to five priorities. From those submissions, the facilitator consolidated the input into themes.
Council then moved on to a discussion of what success would look like for each theme. This exercise will assist the city manager in determining possibilities and commitments to achieve on City Council’s behalf.
As the plan is being developed, City Council has asked for the community's input.
The survey below first asks residents to review each theme and indicate how much focus it should receive on a matrix. Residents may add additional items that are not listed but are important to them (limit of two). Finally, residents are asked to share what success looks like for the items they marked as needing the “Most Focus” and “Some Focus.”
The rankings and comments obtained will be provided to City Council to inform the final version of their plan for the next two years.
The survey is open Sept. 1-15, 2025.
For those who would prefer to complete the survey on paper, printed versions are available in Virginia Beach Public Library branches. They may be returned to the library completed or mailed to the address on the survey.
